The SHIELD Act, having passed the House with 227 Democrats voting yea, and 179 Republicans voting nay, goes to the Senate, where it is read twice and referred to the Committee on Rules and Administration.
Ordinary politics would presume easy passage under Senate Majority Leader Charles Schumer (D-NY). However, Schumer allows the bill to die without coming to the floor for a vote.

Is he showing a pattern here in letting the electronic voting legislation of Rep. Lofgren, a fellow Democrat, from having hearings, discussion, and votes before the Senate?
