In its November 2007 final report on the Venezuelan election, the Carter Center devotes a section to a detailed description of the design and function of the Smartmatic SAES 3000 and SAES 3300 electronic voting and tabulation systems (p. 14).
This system was funded on contract with the Venezuelan government.
