The E.U. Election Observer Mission report on Venezuela calls for two types of audits of the (Bizta/Smartmatic) source code and all other parts of the electronic voting system.
“Consideration should be given by the CNE [National Electoral Commission] to the establishments of two types of audits: public audits, starting two months before the elections, to be opened to all stakeholders, and full system audits, of the duration of various months, to be conducted by institutions with appropriate expertise and established reputation,” the report says on page 50.
“The full system audits should accompany the entire system development process (e.g. VM [voting machine] software or results aggregation software). The institutions mandated with such task should be granted full access to all source codes, documentation and hardware without time or location restrictions.”
