In Caracas, computer engineer Heider Garcia (Dallas County Election Administrator 2024) begins what will be a nearly 13-year career with Smartmatic.
He starts in the development of software products. An archived version of LinkedIn profile later says that from June, 2003 to January, 2005, his main focus was on “designing and developing the first version of the SAES Voting Software, and all supporting tools for the production process.”
SAES stands for Smartmatic Automatic Elections Systems.
(The exact date of his start with Smartmatic is not given, so we place it at the first Monday at mid-month, or June 17, 2003.)

1. In Smartmatic’s first years as a startup, how close would he have been with co-founders Antonio Mugica and Roger Piñate (the latter who will be indicted in the US in 2024)?
2. What role did Heider Garcia have in designing the Venezuelan regime’s software to win elections through systematized voter fraud?
3. Would he have been aware in 2003 that he was designing software to keep dictator Hugo Chavez in power by using democratic processes? How could he not be aware?
4. Has Heider Garcia ever spoken publicly to expose the fraud, to un-do the damage, to correct the record, or express remorse?
