John Poulos founds Dominion Voting Systems in Toronto as a business dedicated to developing electoral solutions.
In 2010, after Smartmatic encountered legal disputes with CFIUS over concerns about foreign ownership, Dominion acquired Sequoia Voting Systems, resulting in the acquisition of all Sequoia hardware, software, inventory and intellectual property.
After the purchase of Sequoia, Dominion set up an American operations center in Colorado and a data center in Belgrade, Serbia.
